Contact the CELPE Ombudsman
According to Aneel legislation, all electricity distributors must provide customers with an ombudsman channel for criticism, suggestions, complaints or compliments.
In the case of complaints, the ombudsman should only be used after you have already tried to resolve your problem through the conventional service methods mentioned above.

How to file a complaint with Aneel
Aneel – National Electric Energy Agency is a regulatory agency of the Brazilian government. It is responsible for regulating and monitoring the entire electricity sector in the country, so Celpe must comply with Aneel's standards.
If you are with a problem in the provision of energy services and have not been able to resolve it with Celpe, you can file a complaint with Aneel.
