See the rules for this type of case. Check out who regulates cell phones in football.
For those who enjoy football, seeing the coaching staff or even the coach of your team on their cell phone during a match is a real turn-off. The impression that this leaves is one of neglect and a lack of professionalism on the part of the team.
But is this common? Are there penalties in cases like this? Check below what legislation is applied by the CBF, the Brazilian Football Confederation, in this type of situation.

Cell phone in football
A rare scene, but one that has already occurred, is the use of cell phones by players and coaching staff during football games. This practice has happened a few times, but is prohibited by CBF regulations.
The use of a cell phone is considered outside of ideal game behavior according to item B, section XVIII, article 24 of the CBF rulebook. Among the incidents we are aware of is one in which goalkeeper Santos, who played for Athletico PR, was caught using a cell phone during a game. The incident caused controversy among fans, who were outraged by the scene.
Rulebook
The International Football Association Board (IFAB), the body that regulates the rules of football, published this year the official Portuguese version of the book “Rules of the Game” containing the latest information for the 2022/23 biennium.
The CBF Arbitration Commission participated directly in the translation and review process of the new document, which began to be drafted last year. Giuliano Bozzano, Director of Technical Arbitration, was invited by President Wilson Seneme to produce this book in collaboration with international organizations.
This translation is part of IFAB’s efforts to universalize the language of football. This project was supported by FIFA’s official translators. Before the Portuguese version was published, the book had official versions approved by IFAB in English, French, German and Spanish, and new editions were also published in Arabic and Mandarin.
Giuliano said that the publication of the book in Brazilian Portuguese by IFAB is quite significant. There are seven official languages with translations of this book. This gives Brazilians the ability to delve deeper into the rules of the game using official documents. According to him, we will be better able to do this after the translation.
Portuguese translation
The works produced by the national associations in Portuguese have been made available for download and are available on the IFAB website. The book Laws of the Game has now been published in an official edition supported by the organisations that govern the rules of football and sports in general. Giuliano Bozzano thanked the opportunity to participate in the publication of the book and highlighted the importance of the Portuguese version for the football world. “I was honored to be nominated by President Wilson Seneme to work on the book in Brazilian Portuguese. The work began a few months ago and everything in the book has been checked.” The director of arbitration says that he used words that are more common in Brazil. This is because, when languages change, it is normal for some expressions to be misunderstood or become less well-known. “This process took months, but now we can distribute it to everyone,” he said.
