The 2024 electoral process, which involves the election of new municipal representatives, is already underway and, with it, concerns about possible irregularities arise. Therefore, an application was created to receive complaints, its name is simple and very Brazilian: “Sparrow“.
Pardal is a tool created by the TSE (Superior Electoral Court) with the aim of allowing citizens to register and monitor reports of electoral irregularities directly online.
Available for both smartphones and tablets, the app is free and can be downloaded from online stores. The platform has been an important ally of the Electoral Court in identifying and investigating illegal practices during election campaigns.

Reports of possible electoral crimes on the Pardal app
In the state of Acre, for example, voters have been vigilant, using the Pardal app, developed by the Superior Electoral Court (TSE), to report possible electoral crimes. So far, 23 complaints have been registered through the platform, involving candidates for mayor in three different municipalities.
According to statistics released by the TSE, complaints in Acre were concentrated mainly in the capital, Rio Branco, which recorded 19 occurrences. Other municipalities that also appear in the statistics are Assis Brasil, with three complaints, and Cruzeiro do Sul, with one complaint.
Most of the complaints refer to irregularities in the campaigns of candidates for mayor.
Step by step guide to making a complaint
The Pardal app was designed to be easy to use, ensuring that any citizen can file a complaint in just a few steps. To access the system, the user must authenticate using their registration on Gov.br or through e-Título, an Electoral Justice application that serves as a digital voter document.
After authentication, the Pardal home screen already presents the option to register a new complaint, in addition to allowing you to consult previous complaints.
When identifying a possible electoral irregularity, the citizen must record the evidence through photos, videos or audios. This evidence can then be sent directly via the app to the Electoral Court of the state or municipality where the event occurred.
During the reporting process, the user must provide their name and CPF, information that will be kept confidential by the system, ensuring the confidentiality of the complainant's identity.

Sparrow operation and features
The Pardal application is divided into two versions: Pardal Web, which can be accessed via the internet, and Pardal Móvel, intended for use on mobile devices such as smartphones and tablets.
The web version is more focused on monitoring complaints, statistics and guidance, while the mobile version makes it easier to send complaints in real time. This division allows the platform to serve both voters and members of the Electoral Court with maximum efficiency.
Complaints registered on the app are classified into different categories, such as early electoral propaganda, regular electoral propaganda and other irregularities. In addition, Pardal also provides detailed information on what is allowed and what is prohibited during the electoral period.
The guidelines cover topics such as the use of loudspeakers, distribution of t-shirts and stickers, production of graphic material, organization of rallies, and the participation of artists in political campaigns, among others.
Another important feature of Pardal is the possibility of sending complaints directly to the Electoral Public Prosecutor's Office, especially in cases involving early electoral propaganda or other illegal acts that require the intervention of the Public Prosecutor's Office or the Electoral Attorney's Office.
With the increasing use of digital technologies in electoral monitoring, Pardal is expected to play an increasingly central role in the upcoming elections, helping to maintain the integrity of the democratic process in Brazil. The fact that more than 20 complaints have already been registered in Acre is an indication that voters are increasingly aware of their role in protecting the legitimacy of elections.
As the 2024 campaign progresses, the expectation is that the number of complaints will grow, not only in Acre, but throughout the country, reinforcing the importance of the Pardal app as a citizenship and surveillance tool.
